Responsibilities of the School Budget Bureau:
Review, analyze, and approve all school district and charter school operating budgets.
Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding.
Collect and analyze projected and actual student membership.
Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.
On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports.
Review Emergency Supplemental Awards and Out-of-State Tuition Awards.
School district or charter school Board of Finance suspensions.
Provides technical support and training for school district and charter school business personnel.
Helps develop the public-school support appropriation recommendation in relation to SEG.

Why does the job exist?
This financial analyst position in the Public Education Department's (PED) School Budget Bureau plays a direct role in protecting and strengthening public education funding across New Mexico. The analyst serves as an oversight and support partner to a portfolio of school districts and charter schools monitoring budgets, financial reporting, and multiple funding streams to ensure compliance and fiscal stability. This role supports administration of New Mexico's public school funding formula, which distributes approximately $4.5 billion annually to public schools statewide. The analyst also provides hands-on technical assistance to district and charter staff on finance and budgeting requirements, using state statute, PED rule, and the Public School Accounting and Budget Manual as guiding criteria. Core responsibilities include reviewing, verifying, and approving annual operating budgets; analyzing monthly or quarterly revenue, expenditure, and cash reports; and supporting additional oversight activities.
How does it get done?
Financial Analyst reviews and analyzes monthly and quarterly financial reports, annual Operating Budget submissions, daily budget adjustment requests, and average salary data to support accurate reporting and statewide fiscal oversight. The position also collects, validates, and compiles key inputs including Teacher Cost Index data, membership projections, National Board Certified Teacher counts, and 40D/80D/120D membership for inclusion in the 910B5 and to support calculations used in determining each school districts and charter schools State Equalization Guarantee (SEG).This role requires regular communication and coordination with internal and external stakeholders to ensure submissions are complete, accurate, timely, and aligned with applicable requirements.

Minimum Qualification
Associate degree in accounting, economics, finance, business administration, or related field and two (2) years of directly related experience in budgeting, accounting, auditing, statistical analysis or similar experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer and telephone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required.
