We are seeking a Senior Project Manager / IT Consultant to lead delivery for the California Public Utilities Commission (CPUC) public-facing website maintenance and enhancement program. This role manages Work Authorizations (WAs), coordinates with CPUC IT and stakeholders, and ensures disciplined execution across platform updates, subdomain migration, search improvements, and reporting.
Key Responsibilities
- Lead project kickoff, planning, stakeholder alignment, and ongoing delivery governance
- Own Work Authorization (WA) management: scope, assumptions, acceptance criteria, schedule, and change control
- Coordinate with CPUC IT for AWS-related activities and SSL certificate coordination for subdomain updates
- Drive bi-monthly progress reporting cadence and decision-ready status updates
- Manage risks, issues, dependencies, and delivery communications in a regulated/public environment
- Translate technical constraints into clear deliverables, timelines, and WA-ready scopes
- Ensure documentation, knowledge transfer, and maintainability practices are followed
Qualifications
Experience:
- Minimum 1 year maintaining a fully functional website that met client needs, including: portal intake, data migration/transfer to a new website, and robust/granular search (e.g., by number/date/subject)
- Strong track record running long-term platform maintenance + enhancement programs
Industry Focus:
- Public-facing, regulated, or high-visibility environments preferred
- Ability to provide two examples of similar past work (maintenance + enhancements, migrations, search-focused improvements)
Technical Skills:
- Experience leading delivery for public-facing websites in regulated/high-visibility environments, including maintenance + enhancements
- Comfortable managing work on a platform built on Mayan EDMS (current production version noted as 4.2.4) and coordinating changes with technical staff
- Ability to coordinate with client IT teams that control infrastructure in AWS (application-level delivery vs. infrastructure ownership)
- Strong understanding of search remediation/optimization concepts, including the ability to manage a conditional “external search + UI” path if built-in search cannot meet requirements
- Ability to define and enforce acceptance criteria and delivery governance for WA-based work (scope control, change control, and UAT alignment)
- Comfortable producing clear documentation and status reporting for stakeholders, including bi-monthly progress reporting expectations
Security:
- All work and system/data access must be performed from within the Continental U.S. (CONUS); offshore/overseas access is not permitted
- Willing to sign confidentiality requirements and comply with client security policies (including VDI-based access)
- Support GenAI disclosure requirements: confirm whether GenAI tools would be used and under what safeguards

Estimated Hours: WA-based (no guaranteed minimum). Expect variability by task. For planning, assume ~10–25 hrs/week steady-state with potential ramp during major milestones (migration/search).
