The Legislative Computer Systems (LCS) division within the Office of the Clerk, U.S. House of Representatives is seeking a Senior IT Systems and Business Analyst to join our Quality Assurance team. This role operates within an enterprise IT environment that includes software engineers, DevOps specialists, testers, contractors and other business analysts. LCS follows Agile delivery practices with frequent releases, continuous integration and deployment, and a strong emphasis on incorporating customer feedback into ongoing development.
The selected candidate will be responsible for developing, analyzing, and maintaining business and system requirements, user stories, and related artifacts across multiple systems. They will work within an Agile product team alongside testers, other business analysts, developers, and engineers to ensure user needs are clearly understood and translated into clear, complete, and testable system specifications. The position supports the full lifecycle of software delivery, including requirements refinement, development, testing, deployment, and user adoption, and provides support for product ownership and project management–related activities as needed. The role plays a critical part in ensuring requirements readiness, stakeholder alignment, and delivery clarity for mission-critical systems operating under legislative timelines.
This is a hybrid position with required on-site work on Capitol Hill, Washington, DC. Telework is available. Occasional work outside normal business hours may be required due to the operational needs of the House.
PRIMARY DUTIES/RESPONSIBILITIES
Develop, analyze, and maintain business and system requirements, user stories, and related artifacts across multiple systems.
Translate user and stakeholder needs into clear, complete, and testable functional and technical specifications, including acceptance criteria.
Work alongside testers, developers, engineers, and other analysts to support effective planning, refinement, and product delivery.
Support the full lifecycle of software delivery, including requirements refinement, development, testing, deployment, and user adoption.
Coordinate and support user acceptance testing and communicate requirement-related risks or impacts as needed.
Provide training and support for new and existing systems and applications
· · Work in a collaborative environment across multiple teams and multiple projects.
QUALIFICATIONS
Seven (7) or more years of experience in an IT-related field, including significant experience in business or systems analysis.
Demonstrated experience eliciting, analyzing, and documenting business and technical requirements for IT development projects.
Demonstrated experience translating stakeholder needs into functional and technical specifications, user stories, and acceptance criteria.
Strong analytical and problem-solving skills, including the ability to evaluate business needs, system impacts, and tradeoffs.
Strong written and verbal communication skills, including the ability to communicate requirements, impacts, and priorities to technical and non-technical audiences.
Ability to manage competing priorities and work effectively under pressure in a fast-paced, deadline-driven environment.
It would be ideal if your experience also includes:
Experience supporting backlog refinement, user acceptance testing, and release planning.
Familiarity with data-driven or integrated enterprise systems.
Experience working in Agile delivery environments.
Knowledge of the federal legislative and law-making process.
Knowledge of project management and product ownership practices, including experience aligned with PMP and/or Agile Product Owner or ScrumMaster frameworks
